I / PREAMBLE AND aimS

 

Official text translation up dated on 2001.11.01

 

 

1/1 the Convention O.C.C.T.D intends to protect the Druidic Tradition of  too numerous lusts and corruptions that she undergoes by the fact of ambiguous fellows or movements, by a norm of approval.

It also intends to unite in a structure of dialogue all tenants of good wills of the Traditional Druidic Thought or new druidic himself claimant of Western Primordial Indo-European Philosophy, to the exclusion of all sectarian obedience, world wide imperialist, domineering and intolerant.

 

So any Order aiming for the O.C.C.T.D approval must to be tolerant and respectful towards opinions and beliefs of the other Orders, each having a Parcel of Truth and must be listening to the one of others, under reserve than them himself refers, or don't alienate themselves to the intolerant and hostile doctrines to the Druidic, Celtic and Pagan Indo-European Thought.

 

2/1 the Convention O.C.C.T.D is an association only of spiritual and ethical character, every adherent Order keeping its full and whole liberty of working and organization without no other constraint that to respect the ethics of  O.C.C.T.D. (Cf. title 4) in agreement with the Primordial Tradition.

 

2/2/1  In deep disagreement case, every adherent Order can withdraw out the Convention, under reserve to make it officially by writing.

 

2/2/2   Any Order that acts in disagreement with the convention sees them the norm withdrawn ipso facto.

The withdrawal is considered like efficient to receipt of the withdrawal notice.

 

2/3/1 The Convention of Orders possessing the O.C.C.T.D norm respects the greatest tolerance in the setting of conceptions, beliefs and religious rituals, in agreement with the Universal Declaration of Human Rights.

 

2/3/2 the adherent Orders refuse to guaranty all action or doctrine that would be exclusive, racist, world-wide imperialist, sectarian and alienating, letting to each the responsibility of his manner to see the “Incrée” (Not created=God) and his different Hypostases, Emanations and Demonstrations according to his/her degree of conscience.

 

2/3/3 So the Convention rejects the dogma of an " elect race "who would exclude, fight all other different or contrary thought shapes.

 

2/3/4 any movement  accepting such  doctrine cannot be adherent and cannot claim to prevail itself of the O.C.C.T.D norm.

 

2/3/5 the Convention examines all candidacies and must motivate and justify its decisions of admission or no-admission. These decisions can only be founded on cultural, ethical bases, but not on ethnic bases.

 

3/1 the Convention recognizes the equality of sexes in regard of the mind. Convention admits them without differences or restrictions to all degrees of the Initiatic Way of each of the adherent Orders according to their Rule.

 

3/2 the Convention doesn't take care of hierarchical and structural arrangements own interns to every adherent Order, this question being only organic and not initiatic.

 

3/3 there is not precedence between the adherent Orders, all being equal in the Fraternity and Love of the Divine Source, the Incrée, OIW and of His hypostases.

 

 

II /FUNCTIONING

 

 

II/1/1 the O.C.C.T.D norm makes the object of a deposit in protection of mark close to the competent processes, notably the French National institute of the Industrial Property (INPI) and Copyright. Intellectual property is owned by S.S.T.V Lo Skiant /I\

 

II/1/2 the Convention O.C.C.T.D accepts like adherent members only regular Orders and associations of druids, whose aims are clearly expressed and known of all their adherents.

Their rule must be absolutely compatible with the ethics of the present Convention.

 

II/1/3 Subdivisions of an Order (Glade, Grove, Nemeton, etc. ) cannot adhere independently out their original Order, even though organized locally in declared association according to the century and the law of the state of their soil. Only their Order of origin will represent them to the Convention.

 

II/1/4 the Convention considers all federation of movements, leagues either guilds as one only and same Order.

 

II/1/5 All movement telling itself dissident of another conventional movement will be only represented near the Convention  by the movement of which it is descended.

 

II/1/6/1 No individual adherence to the Convention gives right to become member of the C.S.S.C.

 

II/1/6/2 Every Druid, Bard, Vate, independent Credimacos wanting to adhere and be represented to the C.S.S.C should make it through the intermediary of an affiliated Order, member to the present Charter.

 

II/1/7/1 the legal declaration of the order member according to laws of the state governing the soil where it resides (Ex: The declaration according to the Law of 1901 Civilian Code of the French state) is not sufficient to legitimise an association as before to be recognized like Druidic in regard of the Tradition.

 

II/1/7/2 Only the respect of the Druidic Primordial Tradition legitimate an Order near the Union O.C.C.T.D.

 

II/1/7/3 the Convention only takes care of spirituality, not of politics and would not know to give order in this sense. In accordance with the Tradition, that distinguishes the sacerdotal condition of other conditions, a Druid cannot be a professional politician and therefore to be called to other function that the one of councillor, except exceptional derogation granted unanimously by reason of very serious circumstances by the Sacred Council of Sages of Celtie, uniting councillors of right of the Convention O.C.C.T.D, who will define the context and conditions of this derogation precisely.

 

II/1/7/4 The Convention will act to make itself recognized as worship association according to laws near the different political regimes directing on territories for the obedience of every Order member.

 

II/2/1 Every Order member is juridically and morally entirely responsible of the whole of its activities, in all sovereignty.

 

II/2/2/1 The convention cannot be implied in responsibilities misled by the functioning of every adherent Order in its deal with stranger persons in the Druidic Tradition.

 

II/2/2/2 Every adherent Order must make respect the ethics of the O.C.C.T.D norm by each of its members, particularly the consecrated persons.

 

II/3/1 in accordance with the Druidic Tradition " The quantity never prevails on the quality ” the Holy Council of Sages of Celtie, uniting councillors of the Convention O.C.C.T.D is only composed of regular Druids, without distinction of sex.

 

II/3/2/1 The Sacred Council of Sages of Celtie consist of :

 

·         Two councillors regularly elected by each adherent Order to the union of the O.C.C.T.D.

 

·         Co-opted persons by a majority of the 2/3 at least of members of the C.S.S.C by reason of their notorious spiritual and morals qualities.

 

II/3/2/2 whatever is the numeric importance of the adherent order, it will be represented to the Convention only by:

 

·         The Sacerdotal Superior of each Order, whatever is his/her customary title.

 

·         One deputy nominee, consecrated person,  in accord with the rule of this order.

 

II/3/3 in case of double adherence, these councillors will only represent one alone of the adherent Orders to which they belong.

 

II/3/4 the Convention meets as C.S.S.C every time that necessary, in a place and to a date accepted by at least the 2/3 of the adherent Orders.

 

II/4/1/2 questions to debate are carried to every councillor’s knowledge at least in advance one month, to permit the reflection and the dialogue within the various adherent Orders

 

II/4/1/3 the either represented present councillors must have expressed their opinions for the validity of decisions

 

II/4/1/4 by convenience, and according to the Tradition, that asks that is said " The Truth to the Face of the World ", the physically present people express votes publicly freehand.

 

II/4/1/5 nevertheless, they can do vote by bulletin if a simple majority of the present claim it.

 

II/4/1/6 however, each bulletin must carry its origin, every councillor being responsible of his vote in regard of members of his Order.

 

II/4/1/7 if only one councillor of an Order is present, he can represent the absentee, speaking and voting in his name.

 

II/4/1/8 if the two representatives of a Order are absent, they can be represented by proxy, under reserve that this (these) person(s) having received proxy is (are) Druid(s )or consecrated person(s)

 

II/4/1/9 an absent Order for legitimate recognized reason by those physically present, can vote for a question known throughout of usable mail: letter, fax, e-mail, etc.

 

II/4/1/10 the vote must arrive before the end of the voting. In case of transmissions by fax, e-mail, questions can be transmitted also by the same way.

 

II/4/1/11 in case of transmissions by telephone of the voting of an Order, a mail will confirm options quickly.

 

II/4/1/12. Except if voting by telephone can modify the result, the result of the voting is immediate.

 

II/4/1/13  is established a report of proceedings of every convention. It is transferable and a copy must be given to all adherent orders aiming it.

 

II/5/1 the Convention elects for its duration, one of its members that presides proceedings of the assembly. He/she has during his/her mandate titles it of Rapporteur (Reporter )

 

II/5/2 in the same conditions is elected one secretary who will have for purpose to transcribe proceedings according to 4/1/13 and to distribute decisions taken by the convention to each adherent Orders, to each institutions of country concerned and to stranger people in the Tradition that would aim for it.

 

II/5/2/1 With the Rapporteur (reporter), the secretary represents the association near  the stranger people in the Convention, notably close to the civil authorities of the soil concerned, until the next convention,

 

II/5/3 This person making office of secretary will be able to have herself helped if she wants it by one or many person(s) of her choice, but agreed by the Convention O.C.C.T.D

 

II/5/4 the mandate of the Rapporteur (reporter) and the secretary goes until the following session, whatever is the date of it.

 

II/5/5 The both are eligible at will.

III / COMPETENCES:

 

III /1/ Composed only of regular Sacerdotes, the Convention has expertness therefore in all domains that are a matter for the same quality of these, with exclusion of that is described in title " 2/FUNCTIONING " and the strict respect of the Title " 4/Ethics " in whole.

 

III/2/1 The Convention, uniting its councillors in Sacred Council of Sages of Celtie, decide in full sovereignty and without appeal of the opportunity of the adherence of a new Order or the exclusion of an adherent Order, of sanction of one its members, according to modes of voting evoked to the title " functioning ",

 

III/2/2 The motive of the refusal or of the exclusion is given to the sanctioned order, so that this one can remedy if possible.

 

III/2/3 Any excluded or refused Order can present its candidacy again after suppressions of reasons hindering its approval and after a possible appropriate delay to test the real will of this one, fixed by the C.S.S.C.

 

III/3/1 The O.C.C.T.D convention, emanation of the C.S.S.C, has territorial expertness traditionally on the whole of territories of Celtic culture. However ;

 

III/3/1/2 in a first time, it will take care to essentially bestow the O.C.C.T.D norm to movements localized in French-speaking countries;

 

III/3/1/3 it will also take contact with the similar movements out of these countries in order to possibly participate in the creation of a world guarantee norm.

 

III/3/2 The Convention grants its norm exclusively that implanted in these territories that decided spontaneously to the Order Druid and freely to adhere to the present Convention

 

III/3/3 The present Convention doesn't imply any hegemony of This one on adherent Druid Orders that stay sovereign in their soil and in the respect of the present Convention and their Rule.

 

III/4/1 In serious dissension cases within an adherent Order of the Convention, it can be made appeal to the arbitration of This one pronouncing judgement as Holy Council of Sages of Celtie.

 

III/4/2 In this case, only members of this Order can claim Arbitration by the Convention. They are: Superior(s) in exercise, the Council of the Druids, the Leading Committee, or an active member majority petitioner

 

III/4/3 Councillors of this appellant Order cannot participate in the voting of the Council of arbitration of  Holy Council of Sages of Celtie.

 

III/4/4 Every part, appellant and summoned, must instruct a dossier defending his points of view and conclusions. Every argument must be proven seriously before the Conventional Council of arbitration,  Holy Council of Sages of Celtie.

 

III/4/5 The Conventional Council of arbitration of the Holy Council of Sages of Celtie will give its sentences only after having heard parts contradictorily, took knowledge of their arguments and conclusions and deliberate of its verdict in the serenity.

 

III/4/6 Awards of the Conventional Council of arbitration, Holy Council of Sages of Celtie, are sovereign, without appeal and enforceable immediately, except in case of new piece production added to the dossier and who can influence the verdict seriously.

 

III/4/7 Any adherent Order that refuses to conform itself to awards given after contradictory proceedings before the Conventional Council of arbitration, Holy Council of Sages of Celtie, loses ipso facto the norm approval. To recover it, it must follow the procedure described in supra 1/2/3 after having executed terms of the award imperatively scrupulously.

 

III/4/8 As a rule, either in internal conflict case to a group, either in case of conflict between groups, imperatively all members of the OCCTD Convention must to present to the Conventional Council of arbitration, Holy Council of Sages of Celtie, the possible problems that they could not have solved within their own druidic jurisdiction, committing thus, to not to resort to any state jurisdiction without having submitted their case before the Holy Council of Sages of Celtie, Council of Druidic arbitration in first hand.

 

III/4/9 In case of need, the oldest Chief Druid of the group in age (Dean) and in function would be able to be authorized by the C.S.S.C to have supreme judge function.

 

III/5/1 The Convention O.C.C.T.D looks below in the conscience of the highest ethics and the recognition of particularisms after the regularity of the Initiatic Druidic transmission and the application of the definite ethics in the different paragraphs of the title.

 

III/5/2 The Convention encourages and incites to the exchange of knowledge and the confrontation worthy and restful of points of view, to the serenity of reports between member Orders.

 

III/5/3/1 The Convention forbids itself to take party in the trivial questions of dialectics where it is only vain quarrels around the acceptance of words

 

III/5/3/2 So, everyone is free, according to his degree of conscience, of the conception of God, Goddess (Devi), that he can have and of the manner he represents them.

 

III/5/3/3 But everyone must to respect the opinion that others can have to this topic, because appearances are reputed illusory in Abred.

 

III/5/4 The Convention O.C.C.T.D, by the way of the Conventional Council of arbitration, Holy Council of Sages of Celtie, look after the application and the strict respect of the present Convention.

 

III/5/5/1 Every member of the Convention can instruct and can present to the order of the day of this One any question concerning the application of the present.

 

III/5/5/2 That present to the order of the day a question according to the title 5/5/1 must provide a complete copy of the dossier concerning it at least fifteen days before its possible exam to every adherent Order. He must ascertain the good receipt of the dossier.

 

III/5/5/3 This question must be necessary the will of more than the 1/3 of adherent Orders, to be include in the order of the day. The agreement can be expressed by mail, carrying trade or telephone confirmed by mail.

 

III/6/1 Every modification of the member Orders of OCCTD list must be send to each of these by the secretary of the Convention.

 

III/6/2 The same list can be transmitted to all governmental, administrative and cultural organisms, that in conformity with the French law " Informatique et Liberté " ( Computerizing and freedom law) or equivalent laws in country concerned.

 

III/6/3 The convention ascertains the good use of this list, notably by medias, and will stay up to exercise its right of answer if commentaries came to denature the spirit of the Convention.

 

III/7/1 The O.C.C.T.D Convention is authorized to act in justice in case of slanderous attacks of it honour or its estate.

 

III/7/2 The O.C.C.T.D convention takes all arrangements to be legally recognized in force according to laws state in being concerned territories for its expertness, notably as recognized worship association .

 

IV / Ethical of members of the adherent Orders to the Convention

 

IV/1/1 all Druid or Ban Drui (= Ban Shee) of an adherent Order to the present Convention O.C.C.T.D forbids himself/herself to make commercial advertisement where he/she would offer objects, services or benefits, strangers in his/her state of Sacerdote, or prevailing himself/herself of his/her quality of Druid, or of adherence to the Convention.

Every Druid/Ban Drui is free to mention his/her quality of Druid/Ban Drui in his/her writings and expressions of thought, in annual, as in this one of Telecom, under reserve to make not any other mentions that those of his/her dignity and his/her/its adherence to the present Convention:

IV/1/1/Every Druid or Ban-Drui of an adherent Order must sign the Convention personally and must respect it and watch to its respect.

 

IV/2/1 An " annual " is established of the different adherent Orders to the Convention O.C.C.T.D in accordance with 6/1. Publishable, it serves of accréditive reference.

 

IV/3/1 Every other member of an order adhering to the Convention forbids itself to make commercial or professional advertisement mentioning his/her adherence to his/her spiritual obedience and the Convention O.C.C.T.D.

 

IV/3/2 Everybody can prevail himself of his quality and obedience on his private visiting card:

Example given: Jules Dupont), Vate O.D.A, adherent O.C.C.T.D, or : John Smith, Bard OBOD.

But without other professional, commercial or other mention.

 

IV/4/1 members of the adherent Orders in the Convention O.C.C.T.D must present themselves according to the Tradition of the Druids, and on no account as " shaman " or " wizard ", or with a title emanating a foreign obedience to the Druidic Tradition, eggrégores used by these spiritual families being not necessarily in harmony with the Druidic ethics:

" First not to be harmful "

Every person, member of the Convention O.C.C.T.D transgressing this engagement would be exclude by this fact of the O.C.C.T.D approval without other shape of proceedings.

 

IV/4/2 Every member, whatever is his/her dignity, that either uses, or try to do act of “sorcery " or " shamanism " to attempt physical or moral integrity of a being, is excluded by this fact, whatever the caused prejudice.

 

IV/5/1 The Conventional Council of arbitration, as Holy Council of Sages of Celtie, pronounces awards in its full sovereignty after having heard each party, for what concerns every infringement to ethics in the month according to the deposit of the complaint.

 

IV/5/2 Sentences of Holy Council of Sages of Celtie are publishable in the press, particularly in this one of Celtic inspiration, when they concern the execration, exclusion or the abeyance of a person or an organism for serious mistake. The other sanction publication (preventive Abeyance, blame, warning) is let to the sovereign appreciation of the Council and / or the consultative opinion of the adherent order concerned.

 

V/1/1 The official text of Convention OCCTD is the French first-hand text, which has force of law for signatory.
